Фильм рассказывает о взрывах жилых домов в России осенью 1999 г.
С особым вниманием в фильме анализируется инцидент в Рязани 22 сентября 1999 г., который, по мнению создателей фильма, был попыткой ФСБ организовать теракт. Сами представители ФСБ заявляют, что это были антитеррористические учения.
В фильме выступают свидетели: сотрудник рязанской милиции, проводивший первичный экспресс-анализ вещества из подозрительных мешков, показавший наличие гексогена, телефонистка, которая утверждает, что перехватила телефонные переговоры между некими лицами (создатели фильма утверждают, что они связывались со «штаб-квартирой ФСБ» в Москве), жильцы дома, рассказывающие в программе НТВ о том, что обстановка была не учебная. Приводятся заявления глав МВД (Рушайло), ФСБ (Патрушев) и их подчиненных.
Решением Советского районного суда г. Астрахани от 12.12.2017 г. фильм был признан экстремистским и внесён в Федеральный список экстремистских материалов под номером 4414. Также двумя годами ранее была признана экстремистской и книга «ФСБ взрывает Россию», по материалам которой был снят фильм.

Witnesses appear in the film: a Ryazan police officer who conducted an initial express analysis of the substance from suspicious bags, which showed the presence of hexogen, a telephone operator who claims to have intercepted telephone conversations between by some persons (the filmmakers claim that they contacted the “FSB headquarters” in Moscow), the residents of the house, who told the NTV program that the situation was not educational. The statements of the heads of the Ministry of Internal Affairs (Rushailo), the FSB (Patrushev) and their subordinates are cited.
By the decision of the Sovetsky District Court of Astrakhan dated December 12, 2017, the film was recognized as extremist and included in the Federal List of Extremist Materials under number 4414. Also, two years earlier, the book “FSB blows up Russia” was recognized as extremist, according to from which the film was made.
